There are currently just over 400,000 children living in out-of-home foster care. These children, by no fault of their own, have landed in a public system, our public system, thus becoming our collective responsibility. If you believe that “the measure of a civilization is how it treats its weakest members,” perhaps we should look at foster care as our report card.
